  16. <p>Another Attorney General is in hot water
  17. </p>
  18. <p>     Cronyism in office. Leaks and lie-detector tests. Softness
  19. on white collar crime. The Justice Department during Watergate?
  20. Edwin Meese at his worst? No, it's the list of charges against
  21. Attorney General Dick Thornburgh, and the reason he has become
  22. the Bush Administration's first high-level personnel problem.
  23. </p>
  24. <p>     Thornburgh's most recent snafu involved George Bush's
  25. declaration of a stepped-up war against savings and loan
  26. crooks. Just days later, Assistant Attorney General Edward
  27. Dennis Jr., a key player in the S&L prosecutions, quit. Dennis'
  28. bail-out was only the latest in a series of high-level
  29. shake-ups at Justice.
  30. </p>
  31. <p>     As successor to the embattled Meese in August 1988,
  32. Thornburgh came to Washington with a reputation as a moderate
  33. former Republican Governor of Pennsylvania. But he brought
  34. along a tight-knit group of cronies from Harrisburg and shut
  35. out almost everyone else. Even Deputy Attorney General Donald
  36. Ayer, a Washington attorney, was excluded from the 8:30 a.m.
  37. staff meeting. Moreover, Thornburgh's sometimes imperious
  38. manner grated with Congress, the press and Justice employees.
  39. Problems mounted quickly:
  40. </p>
  41. <p>-- He riled both congressional liberals and conservatives
  42. early with two disastrous nominations. His first pick for
  43. Deputy Attorney General, Robert Fiske Jr., was withdrawn when
  44. conservatives objected to Fiske's affiliation with the American
  45. Bar Association's allegedly liberal judicial screening
  46. committee. Soon after, liberals voted down Thornburgh's choice
  47. for director of the civil rights division, William Lucas, a
  48. black conservative, on charges that he was unqualified.
  49. </p>
  50. <p>-- Thornburgh then ordered an investigation into a damaging
  51. leak about an FBI probe of the office of Philadelphia
  52. Democratic Congressman William Gray III, which proved to be
  53. ham-handed. Deputy Attorney General Ayer resigned when
  54. Thornburgh refused to turn the investigation over to the office
  55. charged with examining internal wrongdoing. Press secretary
  56. David Runkel and Robert Ross Jr., Thornburgh's right-hand man
  57. for internal affairs, fumbled on lie-detector tests and were
  58. reassigned. Even leak-buster Thornburgh strapped himself to a
  59. polygraph to prove he was cleaner than Caesar's wife.
  60. </p>
  61. <p>-- Thornburgh has angered the civil rights community with
  62. a strong stance against the pending Kennedy-Hawkins
  63. legislation, which would make it easier to prove job
  64. discrimination. Calling the measure a "quota bill," he has
  65. refused to compromise on his opposition to language that would
  66. give women and minorities the right to sue for damages. Ralph
  67. Neas, director of the Leadership Conference on Civil Rights,
  68. says Thornburgh's "statement and positions have been extremely
  69. harsh."
  70. </p>
  71. <p>-- Smelling blood, Democrats have gone after the Attorney
  72. General for being slow to prosecute savings and loan criminals.
  73. Thornburgh protests that Justice has launched 27 S&L task
  74. forces and has increased the number of prosecutors by half.
  75. </p>
  76. <p>     White House aides complain that Thornburgh has got a bad rap
  77. from the press. Thornburgh recently sent George Bush a copy of
  78. a quote that he loves: "Any Attorney General who isn't making
  79. enemies probably isn't doing his job right." Thornburgh has
  80. made enemies, to be sure, but he insists that he will weather
  81. the current round of criticism. His plan for survival: "I'm a
  82. team player. I'm the President's man."
